Malacca Tile, Early Monopoly?

Early record from Dutch East India Company shows that during 1677, the monopoly of kiln which produce bricks, roof tiles and tile from Portuguese era was given for period of 10 years to 'prevent the Moors from tarnishing the quality of trade"!
